Osinbajo meets private sector operators over economy

Private sector operators on Monday proffered ways to realise the goals and objectives of the National Economic Recovery and Growth Plan, currently being developed by the federal government.
The operators highlighted the need for deliberate structures to be established by government for diligent implementation, effective monitoring and thorough evaluation of the plan.
Consisting captains of industry and heads of the various Chambers of Commerce and Industry across the country, the operators spoke at a consultative forum in Abuja organized by the Ministry of Budget and National Planning on the development process of the national economy plan.
Noting the engagement of key interest groups in the process, the operators said this showed a genuine desire by government to rapidly grow the economy, pointing out that past development plans failed as a result of inattention to the above factors.
Acting President, Yemi Osinbajo, who presided over the session, assured that government was determined to put the Nigerian economy back on a strong footing through diligent implementation of the recovery and growth plan.
Acknowledging the sufferings Nigerians are facing as a result of the current economic downturn, the vice president said years of deterioration and corruption cannot be remedied overnight.
Notwithstanding, he said it was the government’s responsibility to ensure the economy was put back on a track, and the slide in economic fortunes arrested for the benefit of the people and the country.
“Government has intervened in several ways to mitigate the sufferings of the people, including giving bailouts to state governments to enable them pay salaries of workers,” he said.
He said the government was determined to diligently implement the plan, with major emphasis on implementation, monitoring and evaluation, saying a specially staffed delivery unit would be established to handle the implementation process.
The medium-term plan, he explained, expected to drive the country to a minimum gross domestic product, GDP, growth rate of seven percent within the plan period.
“Our goal is to have an economy with low inflation, stable exchange rates, and a diversified and inclusive growth,” he said.
“The key to success lies in the seriousness of the execution aspect of the process. Immediate execution priorities include agriculture and food security; energy (power and petroleum); small businesses and industrialization and stabilizing the macroeconomic environment,” he stated.
Also speaking, Minister of Budget and National Planning, Udoma Udoma, said the forum was in keeping with government’s promise to consult widely, to harvest inputs from the relevant sectors and professionals to enrich the plan and make it all inclusive.
Mr. Udoma said the forum was specifically to enable private sector operators review the context for plan, share its structure, discuss potential key initiatives and solicit feedback from them.
The basic principles of the plan include tackling constraints to growth, including fuel, power, foreign exchange, and even business unfriendly regulation; leveraging the power of the private sector.
Other principles include promoting national cohesion and social inclusion; allowing markets to function, by prioritizing the use of the market as a means of resource allocation and supporting a more business friendly economic environment.
Also, the principle is to uphold core values that define Nigerian society, notably discipline, integrity, dignity of labour, social justice, religious tolerance, self-reliance and patriotism in the bid to reposition and grow the economy in a sustainable manner.

Man to receive seven strokes for trespass, possession of stolen items

A Gudu Upper Area Court, Abuja, on Tuesday ordered that an 18-year-old man, Aminu Abdullahi, be given seven strokes of the cane for criminal trespass and being in possession of stolen items.
Mr. Abdullahi, of no fixed address, pleaded guilty to the two-count charge of criminal trespass and being in possession of stolen items.
The judge, Umar Kagarko, advised the convict to stay away from crime and learn a trade.
He said he gave the light sentence because the convict showed remorse and admitted quickly that he committed the offence ,without wasting the time of the court.
“You are still very young, go and learn a trade to secure your future,” the judge admonished.
The prosecutor, Joshua Ayanna, had told the court that one Titus David, of Area 1, reported the matter at Durumi Police Station on February1
Mr. Ayanna said that the convict criminally trespassed into the complainant’s compound and was arrested.
“He was immediately arrested and a bunch of keys, a Stanbic IBTC Bank ATM card belonging to one Adamu Yahaya were recovered in his possession.
“Four sim cards were also found on him,” Mr. Ayanna said.
The prosecutor said that the offence was contrary to Sections 348 and 319(a) of the Penal Code.

One of the hormones secreted by the adrenal gland is called ADRENALIN. Medical experts have arrived at a conclusion that this is the hormone responsible for, or is used to stimulate human beings to fight, to flee or to be frightened. It increases glucose and cardiac output to the muscles and is stimulated by the emotions.
Emotion can then be said to be a subjective experience associated with mood, temperament, personality and disposition, root of which is motivation. Sometimes, we tend to associate truth to our feelings or our emotions; we tend to ask or are asked about what we feel on issues.
Adolph Hitler was described as a very persuasive and radical dictator. As an idealist, he became so powerful because to most Germans, he was their hope… he was their “Savior”. But his radical deliberations and goals were eventually too much for the world to brushoff, so he eventually led to the country’s eventual decline…
Adolph Hitler said, “I use EMOTIONS for the majority and reserve REASON for the few”. In other words, he discovered that many are ruled by their emotions and very few are thinkers.

Court orders freezing of senior lawyer, Mike Ozekhome’s account

A Federal High Court in Lagos on Tuesday ordered the temporary forfeiture of N75 million in the account of a Senior Advocate of Nigeria, Mike Ozekhome, domiciled with Guaranty Trust Bank (GTB).
The court, presided by Justice Abdulaziz Anka, gave the order while ruling on a motion ex-parte filed by the anti-graft agency seeking that Mr. Ozekhome’s account be temporarily frozen.
The sum is said to have been uncovered by The Economic and Financial Crimes Commission (EFCC).
EFCC’s prayer is on the ground that the N75 million deposited in the said account on December 15, 2016, is suspected to be proceeds of crime.
Arguing the application which was filed by Rotimi Oyedepo, counsel to the EFCC, Idris Mohammed, informed the court that the application was brought pursuant to Section 29 of the EFCC Act.
Mr. Mohammed informed the court that three exhibits marked 01, 02 and 03 were attached to the motion ex-parte.
He also said that an affidavit of urgency, sworn to by an investigator of the agency, Tosin Owobo, was also attached to the application.
Mr. Mohammed, therefore, urged the court to grant the motion ex-parte and order a temporary forfeiture of funds in the account for 120 days.
Delivering a bench ruling on the motion, Justice Anka ordered that Mr. Ozekhome’s account with the sum of N75 million be forfeited for 120 days.
The judge however said that any party, dissatisfied with the ruling, could file an appeal. (NAN)

Rivers Rerun: Nigeria Police recover N111 million from 23 ‘corrupt’ INEC officials

The panel constituted to investigate the electoral and other offences perpetrated during the December 10 Rivers Parliamentary re-run election has said that it recovered N111 million from 23 INEC officials.
The Chairman of the panel, Damian Okoro, made the allegation while presenting the team’s report to the Inspector-General of Police, Ibrahim Idris, in Abuja on Tuesday.
He alleged that three senior electoral officers collected N20 million each out of the N360 million given to them by Governor Nyesom Wike of Rivers, while the remaining officers received N15 million each.
Mr. Wike has denied any wrongdoing despite an audio showing he may have compromised some INEC officials financially. The Rivers Governor also accused the police of bias and refused to cooperate or allow state officials cooperate with the police investigation team.
Mr. Okoro, a deputy commissioner of police, further alleged that there were some cases of misconduct on the part of some electoral officers, who were compromised in the line of duty.
“By this investigation, this panel has diligently unravelled what went wrong with the re-run election in Rivers, the details of which are contained in the report.
“We discovered that failure of leadership and followership rather than law enforcement was responsible for the political upheaval in the state,” he said.
PREMIUM TIMES reported the violence that characterised the elections leading to the death of a yet to be confirmed number of people including at least two police officers. Security officials have also been accused of complicity for their roles in the electoral violence.
Mr. Okoro added that the task given to the panel was challenging because of the tense political and security atmosphere in the state.
He said lawless elements targeted political opponents of their sponsors, and law enforcement agents, especially the police.

Rivers State Governor, Nyesom Wike

He attributed some of the violent acts to inflammatory statements by some narrow-minded politicians.
“Apart from their utterances, politicians in their desperation for power, also armed thugs who unleashed terror on their opponents,” he said.
He said that six police officers, who were indicted, had been tried and dismissed from the force.
Speaking, the inspector-general of police, said that a report and recommendation would be forwarded to the Attorney-General and Minister of Justice for his advice.
He said appropriate action would be taken against indicted persons to serve as deterrent.
“We are going to take appropriate action in conjunction with other security agencies to put an end to this problem,’’ he said.
He urged Nigerians to have confidence in the security agencies and believe the panel report.
Mr. Idris alleged that Wike refused to cooperate with the panel even when the team visited him in Port Harcourt.
He said that the investigation would go a long way toward ending electoral malpractices in the country.
“We will be failing in this country if we allow this to continue,” he said.
He said that the money recovered would be paid into government coffers.
It will be recalled that the I-G on December 22, 2016, constituted a 15-man special joint investigation panel to investigate electoral and other offences in respect of the Dec. 10, 2016 re-run election in Rivers.
The membership comprised 12 police officers and three officials of the Department of State Services.
The panel was, among other things, mandated to thoroughly investigate the various infractions, incidents and violence that marred the election.

UPDATE: Nigeria secures $7.5 billion loan from China for rail project – Amaechi

The Federal Government has secured $7.5 billion loan for the construction of standard rail gauge from Lagos to Kano, an official has said.
The $7.5 billion is part of the $30 billion loan the federal government seeks to take and for which it has sought approval from the National Assembly.
The Minister of Transportation, Rotimi Amaechi, on Monday provided details of the rail project at the North Central Town Hall meeting ‎held in Ilorin for the people of Kogi, Niger and Kwara states.
According to him, the loan was secured from a Chinese bank and the ministry is waiting for approval of the National Assembly to access the loan.
He said that $1. 4 billion of the loan was for the construction of the rail gauge from Lagos to Ibadan, while $6. 1 billion would be used on Ibadan–Ilorin–Minna-Kaduna– Kano line.
The minister added that Kaura Namoda–Funtua rail line would also be revived.
He, therefore, urged Nigerians to impress it on the National Assembly to approve the loan for work on the project to commence.
He added that the central rail project from Itakpe to Warri would be completed before the end of 2017, while narrow gauge line from Ilorin–Minna would also commence during the year.
Mr. Amaechi said plans were under way to connect Abuja to other parts of the country through the central line at Warri, while the Jos Inland Port would be completed in June, this year.
He said that a Lagos-Ijebu-Ode-Ore-Benin-Asaba-Agbor-Onisha-Sapele-Yenagoa-Port Harcourt-Uyo and Calabar coastal rail line would be constructed.
He said that work on the Eastern rail flank linking Aba to Port Harcourt, Makurdi, Enugu and Jos, would commence in June.
The minister said that Ekiti would be linked by rail through Osogbo and would run to Ilorin, Minna and Kano.
He also said that the ministry had sought approval to purchase more coaches and locomotives for the Abuja-Kaduna light rail.
He reiterated the determination of the Federal Government to rehabilitate the Nnamdi Azikwe International Airport in Abuja.
According to him, the runway was built to last 20 years and has lasted 35 years and it is dangerous to allow planes to land there without putting things in good shape.
Mr. Amaechi said the All Progressives Congress, APC, controlled Federal Government did not promise to fix Nigeria’s problem within a year.
He said that the people should wait till the end of four years before they could assess the government.
“We did not promise you that those challenges will be solved in one year; if we promised you that, you would have given us one year.
“You gave us your mandate for four years, so you have to wait till the end of four years,” he said.
He accused the National Assembly of holding the Federal Government back from fixing infrastructure problems and creating jobs by failing to approve its borrowing plans.
According to him, if accessed, the loan will enable the government to embark on the revitalization of rail projects which will create more jobs for Nigerians.
On her part, the Minister of State for Budget and National Planning, Zainab Ahmed, put the inflation rate at 18 per cent.
She advised Nigerians to reduce their over-dependence on imported goods as a way of bringing down the high rate of foreign exchange.
According to Ms. Ahmed, it is necessary for the people to shun imported foods like wheat and patronise locally grown rice.
In his remarks, Governor of Kwara, Abdulfatah Ahmed, called for synergy between the states and Federal Government to fix infrastructure.
According to him, the issue of decayed infrastructure was of great concern to those in the region.
The meeting was attended by stakeholders, including traditional rulers, labour leaders, students, women societies, artisans and association of persons with disability.

Yellow buses will no longer ply Lagos roads – Ambode

Lagos State Governor, Mr. Akinwunmi Ambode  has said plans are afoot to remove yellow buses popularly known as Danfo from Lagos roads for a world class mass transportation system that would facilitate ease of movement within the city.
Speaking at the 14th Annual Lecture of the Centre for Values in Leadership (CVL) held at Muson Centre in Onikan with the theme: “Living Well Together, Tomorrow: The Challenge Of Africa’s Future Cities,” Governor Ambode admitted that the present connectivity mode in Lagos was not acceptable and befitting for a mega city, and as such a well-structured transportation mode would soon be put in place to address the challenge.
“When I wake up in the morning and see all these yellow buses and see Okada and all kinds of tricycles and then we claim we are a mega city, that is not true and we must first acknowledge that that is a faulty connectivity that we are running.
“Having accepted that, we have to look for the solution and that is why we want to banish yellow buses this year. We must address the issue of connectivity that makes people to move around with ease and that is where we are going.
“For instance, people going from Ikorodu to CMS have started leaving their cars at home because the buses are very convenient and so why can’t we do that for other places? Yes, we don’t have the money to do that but we can go to the capital market and then improve on the technology of collection of fares and that will encourage investors and then the city will change,” Governor Ambode said.
He said government was also embarking on massive reform in waste management system, expressing optimism that the plan will fully be actualized by July this year.
He said: “We are also embarking on massive reform in the waste and sanitation management system. I don’t like the way the city is and the Private Sector Participants (PSP) collectors are not having enough capacity to do it but again should I tax people to death, the answer is no. I don’t want to tax people and so we need this partnership with the private sector so that they can invest in the sanitation management of the city and in no time maybe by July, the city will change forever.”
In his opening remarks, CVL founder and renowned development expert, Professor Pat Utomi said the idea behind the formation of the group was to get young people to begin to appreciate early what leadership was all about being service to the people.
Speaking on the theme of the symposium, Utomi said Lagos remained the best governed State in Nigeria in the last 18 years, and a good example of what the country should be beyond and without oil.

N26m scam: Fani-Kayode seeks out-of-court settlement

Former Aviation Minister, Femi Fani-Kayode, on Monday, asked the Federal High Court Abuja, to adjourn his case to allow him explore other options of settlement aside from going to trial.
Counsel for Fani-Kayode, Mr Ameh Raji (SAN), who made the application on his behalf said that since the sum of money involved was only N26 million, he believed that there were other options of settlement.
Raji added that moreover, he was new on the case and would need some time to go over the facts of the case to enable him defend his client effectively.
“My Lord, I am just coming into the case, so I crave your indulgence to enable me familiarize myself with the case.
“Secondly, looking at the facts of the case and the money involved, I believe that there are other options we can explore.
“The case involves the sum of N26 million and the law allows you to explore the option of a plea bargain and so many other options rather than go through trial,” Raji said.
He said that if the Economic and Financial Crimes Commission was amenable to plea bargain, the defence would take the option.
The prosecuting counsel, Mr Johnson Ojogbane said he was not opposing the application.
Ojogbane, however, asked the court to take cognizance of the fact that this was the second adjournment at the instance of the defence and asked for a definite date to commence trial.
The judge, Justice John Tsoho, adjourned the matter till March 14 for commencement of trial.
Fani-Kayode was arraigned by the Economic and Financial Crimes Commission before Justice Tsoho on a fresh five counts bordering on money laundering.
The ex-aviation minister was accused of allegedly collecting N26 million from the Office of the Former National Security Adviser, Sambo Dasuki and using same for media campaign.
Count two of the charge read that;” You Femi Fani-Kayode, converted N26 million cash paid from the office of the National Security Adviser for the purpose of media campaign when you ought to have reasonably known that the said funds formed part of an unlawful act contrary to section 15 (2) (b) of the Money Laundering Act.”
Following the argument of his bail application by the counsel who represented him on that day, Mr Ifedayo Adedipe (SAN), he was admitted to bail in the sum of N50 million and one surety in like sum.
Fani-Kayode is facing another 17 counts of money laundering before the Lagos division of the court.

My wife became depressed when MMM froze accounts — Husband of woman that committed suicide in Benue

Makurdi, the Benue State capital, was thrown into mourning last Friday after the discovery of a lifeless body of a mother of two said to have drowned herself due to her inability to repay the loan of N400,000 she invested in MMM, writes JOHN CHARLES
Husband of 34-year-old mother of two, Gloria Samson, whose lifeless body was discovered floating on River Benue by the police in Benue State, has said he didn’t have any inkling that his wife planned to kill herself.
Speaking in an emotion-laden voice, David Samson told SUNDAY PUNCH that he was aware that his wife was a victim of the money-doubling scheme; Mavrodi Mundial Moneybox otherwise called MMM.
The deceased began the journey to her final resting place at a public cemetery located in Ankpa ward, Makurdi, the state capital, last Friday.
As her corpse, wrapped in a casket, arrived in the cemetery, crowd of mourners wore gloomy faces, women wept profusely and men in teary eyes shook their heads intermittently.
The circumstance surrounding the death of the woman fuelled the agony of the sympathisers who knew the deceased. She lived with her family at Vandeikya Street, Makurdi. Sources told SUNDAY PUNCH that the woman left home without her phone three days after Christmas and reportedly told her kids to forgive her. She also sent same message to her husband through her children.
It was learnt that few days after she left her home, precisely January 2, the police in Benue discovered a lifeless body floating on River Benue at Wadata area, few kilometers to her residence.
Rescue operations got the floating corpse and deposited the remains at the Federal Medical Centre, Makurdi. Meanwhile, Gloria’s family had searched for her for three weeks until they heard about the corpse the police discovered on River Benue which later turned out to be her.
Samson disclosed that he was aware that his wife took a loan of N400,000 from four different places which she did not invest in her petty business.
He said, ‘‘My wife was into petty trading and she had been collecting soft loan from a micro finance bank to boost her business. Anytime she collected the money, she paid back and in most cases, I was her guarantor.
“You know women sometimes keep secret; towards November and December 2016, I discovered she took a loan from four places amounting to N400,000. I do not know what she used the money for because there was nothing in the shop to suggest that she invested the money in her business.
“She did not tell me but what I observed is that my wife developed a cold attitude around the time the report of the freezing of accounts of MMM subscribers in Nigeria went viral. Her attitude changed and she became depressed.”
He stated that the situation lasted till the Christmas period and when he asked her what the problem was, she told him that she was sick and he told her to see a doctor.
“She obliged and was diagnosed of typhoid and malaria and placed on medication. Even on Christmas Day, she could not go to church. A day after Christmas, she complained of pile and I had to buy traditional medicine which she declined to take. On December 28, 2016 around 11pm, I was at my place of work when my son, Wisdom called me using his mother’s phone number telling me that his mother had left the house since and had yet to return. I told him I was close by and on getting home, I did not see her. I discovered that she left the house with a gown and bathroom slippers.
“I tried to look for her and could not find her. I picked my phone and contacted my siblings and brother-in-law. The following morning, I went to B Police Division to complain but I was told to wait after 24 hours, which I did. On the second day, I was asked to make a statement and leave behind my phone number.’’
The distraught husband further said he did not hear from the police for two weeks and he had to keep searching and informing people in case anyone of them saw his wife.
“Some members of my church including my pastor were aware and kept on interceding for us. This continued until last Tuesday when a woman came to my house and told one of my neighbours that a police woman told her that they discovered the body of a woman floating on River Benue around Wadata area since January 2.
“Immediately I heard this, I was perplexed because something in me told me it might be my wife. I told my neighbour to join me to go to A Division at Wadata. When we got there, the police showed me the picture of the dead woman and I discovered that she was my wife.’’
He told our correspondent that he was still confused as to what could make his wife to kill herself. He stated, “My wife loved herself and she could not even allow a razor to touch her body not to talk of going to this length. That is why I said it is more of spiritual attack, but only God knows.
“At the same time, when you look at the whole scenario, there is a conclusion that the money she collected was not invested in her business.’’
Neighbours of the deceased who spoke to our correspondent on condition of anonymity said she became moody shortly after the operators of the MMM froze three million accounts belonging to its Nigerian subscribers early December.
One of them said, “What we gathered is that she borrowed money from four different places and invested it in MMM. But shortly after MMM froze the accounts of its Nigerian subscribers, she withdrew from people.”
Another neighbour stated, “The woman was a jovial person but suddenly she withdrew to herself. I even tried to find out what was wrong with her because she was my customer but she did not tell me. She had a shop where she sold petty things. I later gathered that she took a loan from various places but instead of using it for her business, she invested it in MMM and since its collapse, she had refused to talk to anybody.”
One of the late woman’s customers at Wadata market, Makurdi, identified only as Bridget said, “We met before Christmas and she lamented that she invested the loan she took from a micro finance bank and other sources in an investment that would bring quick and double money (referring to MMM) but the thing collapsed. She threatened that she would run away and I even preached to her not to do so. Since then, I did not see her again only to hear last Tuesday that she drowned herself in River Benue around Wadata.”
When contacted, spokesman for the police in the state, Moses Yamu, confirmed the incident.
“The husband of the deceased had come to claim the corpse,” he said.
